The exact signal we pull here

Hillsborough County publishes its live code-enforcement caseload as an ArcGIS feature service: CodeEnforcementCasesMapService/FeatureServer/0, the "Active CE Cases" layer, hosted on services.arcgis.com.

The signal is an active county code-enforcement case. The statuses in the layer run from WARNING through In Review, Pre Hearing and Referred to Hearing to Not Complied Fines Running and Fine Run — that last pair meaning daily fines are accruing against the property right now.

The feed carries no city name, so we compose the address from USER_Property_Address plus USER_ZIP_CODE — for example 11832 Clare Hill Ave 33579. We require a valid Florida ZIP, which is what narrows the file to rows a skip-trace provider can actually match.

Owner and phone are blanked on purpose. Those two columns are the skip-trace step we add before delivery; we redact them in a public sample rather than publish a named person's phone number on the open web. Your delivered file has them filled in.

What an investor actually does with this file

Hillsborough is the one market of the six where the status column is worth more than the date column would be. Fines that are already running are a quantified, compounding cost sitting on a specific parcel.

  1. Start with "Not Complied Fines Running" and "Fine Run". These owners are being charged daily and have already failed to comply once. Nothing else in the file competes with that as a motivation signal.
  2. Then take "Referred to Hearing" and "Pre Hearing". A hearing date is a deadline. Deadlines make people answer the phone.
  3. Treat "Warning" and "In Review" as the follow-up tier. They are early-stage and often resolve on their own.
  4. Filter to the ZIPs you actually work. Hillsborough is geographically enormous. The addresses land in Lutz, Ruskin, Riverview, Brandon and the Tampa-mailing ZIPs 33613, 33615 and 33634. That is genuine Tampa-metro inventory across a lot of different municipalities — pick the sub-markets you know.
  5. Delete the HOA common-area parcels. A minority of rows are association-owned common land rather than saleable homes. They are obvious once you look: our own spot-check found 19703 Augusta Preserve Dr owned by the Livingston Grove HOA with a just value of $100 on the county appraiser's roll.
  6. Sort by the absentee flag before dialling. Derived at skip-trace time from mailing address versus property address.

The honest limits in the Tampa metro

This is Hillsborough County, not the City of Tampa. The City of Tampa publishes no code-enforcement dataset — we checked its GeoHub catalogue on 6 August 2026 and none of its 200 datasets is code enforcement. City cases sit behind Accela Citizen Access with no public API. On top of that, tampagov.net and tampa.gov geo-block non-US traffic, so a City-of-Tampa feed would not even be fetchable from where we run the pipeline. We say "Tampa metro / Hillsborough County" everywhere, and we will never say "Tampa" on its own.

No per-case open date. The layer's USER_Due_Date is a compliance deadline, not a filing date, and is mostly null. Every Hillsborough row leaves our pipeline with a blank date and a freshness score of zero, by design. We never quote a filing date for this market.

This is a snapshot feed, not a live one. The layer's own dataLastEditDate was 22 June 2026 at probe time, and the newest case IDs are HC-CE-25-xxxxxx — intake in this snapshot runs through 2025. It is an accurate picture of an active caseload; it is not a same-day feed the way Chicago, Dallas and DeKalb are. If freshness is the thing you are buying, buy one of those three instead.

The county does not publish the owner. Name, phone and mailing address come from a licensed skip-trace provider; matching is probabilistic and some rows come back without a phone.
