Phoenix publishes its Neighborhood Services Department (NSD) property-maintenance caseload as an ArcGIS feature layer: NSD_Property_Maintenance/MapServer/0 on maps.phoenix.gov, with the portal listing at phoenixopendata.com.

The signal is an unresolved NSD property-maintenance (blight) case. We keep the statuses that mean the case is still live — INITIAL INSPECTION, NOTICE OF VIOLATION ISSUED, TICKET ISSUED, IN RESEARCH, EXTENSION GRANTED, ABATEMENT — and drop everything closed.

The address field (CSM_ADDRESS) is complete down to ZIP+4, e.g. 9438 N 1ST AVE PHOENIX 85021-2402. And the NOTES field carries the complaint text verbatim, which is the richest per-row detail of any of our six sources.

Phoenix also publishes a CKAN copy of this data, republished monthly. We deliberately use the ArcGIS layer instead because it runs ahead of the file — at probe time the layer's newest case was PEF2026-24230 against the CSV's PEF2026-23688.

What a test pull actually returns

Documented Phoenix test run: --city Phoenix --limit 60 → 60 raw rows in, 58 unique properties out.

Census geocoder spot-check on twelve addresses: eleven matched, and the single miss was a record literally reading Unknow No Address. We now exclude those at source (CSM_ADDRESS LIKE 'UNKNOW%'), which makes the effective match rate 12 out of 12 on rows that reach you.

Owner and phone are blanked on purpose. Those two columns are the skip-trace step we add before delivery; we redact them in a public sample rather than publish a named person's phone number on the open web. Your delivered file has them filled in.

What an investor actually does with this file

Phoenix is the market where you should read the file rather than just dial it. The complaint text is a distress ladder, and it sorts your day for you.

Rank by what the complaint implies. "Encampment in the rear yard" and "inoperable vehicle" on a property whose owner has not dealt with either usually mean an owner who is not physically present or not coping. "Dead/dry palm fronds" is a maintenance nag. Both are real cases; only one is a likely deal.
Use the status as the urgency column. INITIAL INSPECTION is early. NOTICE OF VIOLATION ISSUED and TICKET ISSUED mean the city has escalated. ABATEMENT means the city is preparing to do the work and bill the owner — that is a hard deadline with a dollar figure attached to it.
Cut to your ZIPs. The ZIP+4 is already on the address, so this is one filter. 85009, 85015, 85021 and 85008 behave very differently from the north-Phoenix ZIPs.
Open the call with the complaint, not with an offer. You know exactly what the city said. "I saw the city has an open case about the vehicle at the property" is a specific, non-generic opener, and specific openers get answered.
Sort by the absentee flag. Derived at skip-trace time by comparing mailing address to property address.

The honest limits in Phoenix

Phoenix publishes no filing date, so we never quote one. The layer carries case number, address, district, status, inspection count and notes — and no date field at all. Every Phoenix row leaves our pipeline with a blank date and a freshness score of zero, by design. Currency comes from the open-status filter plus ordering by case number descending, not from a timestamp. If you see a vendor advertising "Phoenix code violations filed this week", ask them which field they are reading.

Some rows carry a non-Phoenix mailing city. You will see Scottsdale, Glendale, Tolleson and Laveen in the address line. That is the normal Phoenix USPS-versus-jurisdiction split, not bad data — NSD only enforces inside Phoenix city limits, so the property is in Phoenix even when the postal city is not.

This is property-maintenance/blight enforcement, not building permits. Structural and permit work sits in a different Phoenix system that we do not pull.

The city does not publish the owner. Name, phone and mailing address come from a licensed skip-trace provider; matching is probabilistic and some rows come back without a phone.
